You do not need an account to report something — the email-code route works for
anyone. An account is for people who report regularly and want to see everything they
have filed in one place.
An account is reviewed before it works. Someone in Internal Audit approves
it, and you will get an email when they have. Reporting by email code works immediately
and needs no approval.
